I believe that every perspective is not equally important.
One reason I believe this is if someone was not as well know or they weren't liked it could affect if what they said is equally important.
For example in Myanmar everyone seems to know about the Rohinga Muslims issue but nothing is happening. This shows that every perspective is not important because they might not be equal to the others who are talking.
A second reason I believe this is, if something happens, they should go to the leader of the country. Then they wait and only go to the locals quite a bit later.
For example in Myanmar they are waiting to see what Aun Sun Suu Kiy says about the situation. This shows that every perspective is not important because the person with the most power's perspective is more important.
