Who is actually to blame?

Aung San Suu Kyi has been through a lot in her life. She kept speaking out about her opinions, which she kept getting arrested for, but that didn't stop her from keeping voicing her opinions. She won the Nobel Peace Prize for this, and her government party won the electon in 2015. The military are driving the Rohinga refugees out of their home, and she isn't doing anything. That is what some people think. I disagree. I think that she is probably very indisisive about what to do. On one hand, her people are getting treated in a grotesque manner, but if she speaks out, will she be arrested again, and will she get her party removed from the government so she definitely won't be able to do anything? That's my opinion. It just must be very tough for her, there are risks either way.

What do you think? Is she to blame? Or is it the military?
