Does giving international aid sometimes cause more harm than good?

My Big Question: Does Giving International Aid Sometimes Cause More Harm Than Good
I think the people could take over countries. However, I think they are wrong because they could have lots of supplies. Sometimes it causes more harm because the other enemy might get offended by the people helping the other side and it could cause more war. But maybe they have enough things to use anyway.
Another reason the donor country should have the strongest voice is because the receiving government may not be trustworthy with that much money. International aid is very important because aid can support the country and help keep it alive. If it isn’t helpful, stop giving aid. If it is, you can continue. Aid shows the countries strength and how supportive it is.
By giving the aid, we can support hospitals, water supplies, food and more. If it is not useful or you are wasting your aid you should stop. The person sending the aid should choose what they use it on.
The receiver should use the aid wisely.
If it is useful you can continue.
Show respect to whatever is given.
Know if the person if they can be trustworthy with that aid.
The Friendship between the countries can also play a crucial part in this because if they were friends they could be supporting each other although they might not need it. We can support but we need to remember who we are supporting. Maybe one day their supplies are finishing because they kept on sending aid but you didn’t need the supplies. Then they ask you for it, it will be your decision if you would like to send. But you need to be careful of how you send it to them.
You can fundraise some items but don’t waste it. If the country already has a lot of aid there wouldn’t be any point sending it.
