Does giving aid cause more harm than good?

sometimes the government chooses to use it aid is given to help a I think that nation but in a negative way that doesn’t benefit the citizens.

One reason why I think this is because sometimes it can be a corrupt government and they take the aid money for their own benefit which exposes the country to more setbacks that make the economical state terrible.

The second reason why I think this is because the government might use it in a bad way that doesn’t support the nations needs by having the wrong priorites and putting the money towards unwanted needs such as lavish cars and houses.

The third and final reason for this is that the citizens may think that the country isn’t being run properly and they feel like their need aren’t being met so they start to protest and riot and it might cause unneeded chaos that my result to the money being lost or stolen.

Others might disagree and say it causes more good because it is given to help the country develop ,but this is something you really need to consider to have a clear understanding of the situation and why it can be a win and a loss for both nations and how big of a problem it is
