Does giving international aid sometimes cause more harm than good?

International Aid
What is the best way forward?
OPINION
I think international aid actually causes more harm than good. This is because some rebels can steal the aid and use it for themselves. This might make the country providing the aid lose trust in the receiving country. Also, it might stop the country receiving any more aid as countries would be concerned that they might misuse their donations to profit rebels. It can also cause damage to the country’s reputation and trust.
REASON 1
My first reason for why giving international aid can do more harm than good is that the country who needs the aid might start to take advantage and ask you for all the resources and eventually, you will run out of it and blame it on them or you will stop giving which might cause you to fall out with each other and lose trust.
REASON 2
My Second reason is that if you start giving to them, other countries involved in the war will ask you for aid and soon after, you could enter the war and you will not have the resources to defend yourself.
REASON 3
My final reason is that since the aid might be explosive or might be stolen, it would require replacing, which could cause an investigation controlled by someone or something. The process of replacing the aid will slow the process of giving the aid down. This will run the risk of the people needing it dying.
My opposing opinion says that other countries will also help you deliver and provide aid. It is a very slim chance of it getting stolen and a high chance of your aid reaching the needing country.
