Does giving international aid sometimes cause more harm than good?

I think giving international aid can cause harm because for some decisions you make there will be a consequence that could seriously impact your country For example ,spending money on defence instead of food.

It could also impact your country’s wellbeing and less people would want to volunteer for war because they are scared that the aid given away could have benefited them if they are starving

Another reason is that the people who need the aid might not be receiving the aid and becoming weaker and weaker because people are not checking up on them frequently.

Someone who disagrees might think otherwise because if you need help people should gladly help you however, I disagree because if you give a country too much aid they will become too reliant on that aid and would be expecting more and more while other countries desperately need the aid more than the people you are giving it to who probably are already doing better work.
