Does giving international aid sometimes cause more harm than good?

My big question: Does giving international aid sometimes cause more harm than good?
I think international aid causes more harm than good because if your giving then someone else is stealing it then you should stop it but it might get worse for the other country but then if its helpful [and it’s not getting stolen] then you can continue.
Reason 1: Although if for example the helpful aid isn’t getting received by the receiver it might cause problems.
Reason 2: It could be more harm because if the country has a lot aid then more people could join that country then that could start a war.
Reason 3: It could be bad if the government uses aid on something else instead of another country or their own country.
Someone who disagrees might think that it doesn’t cause harm, it always helps other people and won’t cause any problems. However, I think they are wrong because aid can cause problems easily like if for example another country steals aid from the country that needs the aid.
