Does giving international aid sometimes cause more harm than good?

I think that giving international aid causes both harm and benefits.

One reason is that if a country gives aid to another country but it is not using the aid to help it become more stable than that is causing harm to the country giving aid.

Another reason is that if a country gave aid to another country in need and the country gets strounger later on if the country that gave aid now needs aid, so as repayment the strounger country gives aid to the country in need than the country in need is benefiting.

In addition, if a country is giving aid to a smaller country, but the aid isn't reaching the smaller country if the country isn't doing anything than that is causing harm.

In conclusion, giving international aid causes both harm and benefits it just depends on the country using it or giving it.
