Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

I think it is okay to look after there own country's first.The first example that supports my opinion is they mite n to support their country before others and if they send help they won't get the help they need.The second example that supports my opinion is if they send help country's need to send more they can't because it will put them in a very bad position.
One person who disagrees with my opinion is tidy_beetle because there opinion is more about military more than aid because we need to be ready in case of an attack.However I think my argument is stronger because foreign aid is essential because you could make ties and it will help in hard times.
Goverments only have limited money to spend so sometimes they use that money.Sometimes on defence but if they are struggling they would get aid.So this is my idear.
I think it is fine to send aid or not because you will need to support your country first.
