Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

In my opinion, a country's first responsibility should be to help its own citizens.

The first reason why I think countries should help their citizens is that if the country’s people are hurt or are in need of help, they have it. If they were to help others, they may risk running out of the aid they need. When they run out of aid, they may not have any more to give or use.

The second reason I think countries should help their citizens first is that some countries like to receive and not give back. I get that there is nothing that says you have to give back, but I would have thought that might be the most logical thing to do. For example, if a country has only a little bit of aid and they give it to another country that has aid, and they just want more and don't want to give back. The other country with no aid now is feeling regretful of the decision it made.

So in my opinion, a country's first responsibility should be to help its own citizens first, rather than to help people in need around the world.
