Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

A country's number one priority should be to help their own citizens and helping people in need, all over the world, should come second.
That is because non profit organizations and alliances exist for the purpose of aiding whereas the only assistance of citizens comes from their own state government. Also, the citizens' well-being should be prioritized by the state simply due to the fact that it is the citizens' persistance in aiding and their contributions that carry off important aid to populations in need.
However, it is important to note that there will always be local citizens in some kind of need and that countries should not use this as an excuse to their abstention from aiding.
In this world of constant conflict, there will always be people that will suffer irreparable losses and it is essential that governments, after taking care of their own people , will stand worthy of them and show generosity to those who need it.
