Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

We cannot help everyone in the world that need it.I think,aid should go to help citizens of your country and to build infrastructures like roads.Aid should only be given to citizens of other country in natural disaster situation,floods or wars but no money,help with infrastructures, healthy problems and humanitarian aid.
The first example that supports my opinion is the wars like Russian and Ukrainian ones,that aid is given in form of artillery,medical or resources way.
Humanitarian aid campaings like UNICEF save many children and also intervens on children's behalf with governments.
One person who disagrees with my opinion is because they think political leaders should give aid to citizens of other countries.However,I think my opinion is stronger because a political leader should focus on giving aid to their country and to build infrestructure.However,they ight help others in wars,floods or natural disasters.
