Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

I think international aid should be mainly controlled by the country receiving the aid because they understand their own people’s needs better than any outside government. The reason is that giving control to the receiving country respects its independence.Some times people argue that the country giving the aid should have the most control because it is their taxpayer’s money and there is a risk of corruption or misuse such as spending funds on weapons instead of helping citizens. The last reason is that if the donor countries make all decisions it can create a power imbalance and make the receiving country feel controlled or dependant.
