Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

What is my opinion about the big question?

I think the communities should have more say in how much aid is given to them but they should also be mindful of how much the countries giving it can provide while also thinking about a realistic amount that will be helpful to them. Even though I think the communities receiving it should have more say in how much aid they get they should not get full control over it as the people giving the aid would not have any control over their own money which is unfair.

My evidence:

I think that communities should have more say in how much aid is given to them because in schools (education) aid is significantly lacking by an estimate of £74 billion a year. This forces schools to limit their educational resources and the amount of TAs. Recently some schools have considered dropping subjects like music and art, a lot of schools are also forced to have hazardous environments which could potentially injure young children due to not having enough money for the repairs. However this shows mostly in SEND resources more than 99% of educational leaders say that the aid is insufficient and should be increased by a minimum amount of £6,000.

Someone who disagrees with me might think that the countries giving it should have more say in the amount of aid that they are providing for the communities who need it because the people receiving the money are not the ones earning it and it is not theirs to spend. They might say it's like when you receive money in your birthday cards from your family members you are not the ones who decide if or how much money you get they do and I disagree because family members and communities in need of more financial aid are different things and should not be grouped together because birthday money is optional and shows respect and kindness however international aid is not a lot of communities depend on international aid all for different purposes

Summary:

After all this evidence I think a lot of people would agree that the people receiving the aid should be the ones having more say.
