Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

I think that the country giving aid should have the most say about how much aid they give to another country. One of my reasons for this is mainly because they also need aid for themselves [but not being greedy].

Out of my three reasons, one of them is that the country giving aid might not have enough to give away. A scenario is that a country might not have a lot of aid so they need to be very sensible with how much they give away. The country receiving the aid may want loads of aid where on the other hand the other country does not have the amount of aid the country receiving aid wants. Also, the country giving aid needs to give aid to other countries in the future so that’s why the country giving aid should choose.

My second reason is that a country is giving aid to two countries. For example, one of the countries that is receiving is less fortunate than the other country. So, if the countries receiving the aid choose how much aid is given to them there might be a problem. If we go back to the example [and the countries receiving the aid have the bigger say] the country with more aid may ask for more first which then means the country with less aid will still struggle but not as much. Now if we choose how much aid is given, we can make an equal share.

Some people may disagree with me though because the countries receiving aid’s leaders should know what is good and what is bad for their country. I guess that’s true because the citizens of the country chose their leader. My argument against that though is that the countries leader might be greedy like Donald Trump. However, their leader may not be greedy and this is where I’m torn a bit. A solution for this can be if they work it out together even though there might be arguments. So that’s why I’m torn with my decision, but I think the country giving aid should have more say.
