Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Counteries giving aid need control
I think that the people giving aid should choose how its used. They would use aid in the correct way. The countries that are receiving the aid might use incorrectly. The people giving aid might know more about what to put it towards because if we give the aid to people who are not going to use correctly then everything we gave to them will be used incorrectly. If we don’t give aid people might not like us because if we need help they might not give us aid we would hope they would be nice and give us aid.
Some people would think that the people receiving the aid should choose. However, I think the people giving the aid should because it makes more sense to me maybe not to others or in particular you. If you were the people giving the aid you would want yourself to choose how it’s used but I can’t really choose what you want to do so it’s choice. You can decide but I think that the people giving the aid should decide because there giving it to them and they can’t decide if they want it or not. So they can decide how it’s used.
