Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Counteries giving aid need control
I think that international aid should be controlled by the government’s teamthat are sending the aid so they can send it when they’re in need. If to the government is corrupt then they will give everything to enemy soldiers to tear down the city. However, if the country is currently being bombed then the aid will be seized by opposite countries and taken it for themselves even when they are trying to protect their own people.
The country also needs to be responsible about who they are sending aid to as aid comes from tax payers in that country. They need to know a lot about the country on whether they have helped their allies or caused more war which many aid providers do not want to do.
