Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

International aid is important because if it stopped then lots of countries would be in danger for example Ukraine because of the ongoing war with Russia.
I believe that the giving countries should have more say as the resiving countries may not be able to afford the right equipment to ensure that the aid goes to the place it needs to be plus poor countries are more likely to be corrupt and the government may spend the aid on something pointless but if the giving country gets to say exaly where it goes to the giving country will be able to ensure it goes to the right place.
The second example that supports my opinion is the fact that giving countries priority means that they are more likely to have the first say in how aid is spent so they should be able to control aid.
Some people may disagree and say that the receiving countries should control how they spend aid .Picture this: you give a homeless man some money you can't really control how he spends it, can you? But with countries it's different as countries can control how aid is spent.
In summary I believe that giving countries should have more say on how aid is spent because receiving countries may not be able to afford to ensure that the aid goes to the right place.
