Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

I think the communities receiving the aid should be the ones who have the most say in how aid is used, because they are the ones who are going to live with the results.
The first reason that supports my opinion is: Donors sometimes send things that aren't useful, like for example, they send high-technology equipment to places where it is hard to maintain. While the local people know exactly what their problems are and know what they need.
The second reason that supports my opinion is: Constantly being told what to do makes countries feel like they aren't capable. If you give the community the power, it builds their confidence and helps them stand on their own feet so they don't even need aid in the future.
The third reason that supports my opinion is: It can last longer, if the community receiving aid is the one that has more power over the project, that could make it last longer and help rebuild it and improve it after the donor is gone.
People who disagree might think the countries giving the aid should have more say as it is technically their money/skills, etc, and they are afraid it might end in the wrong hands. However I think they are wrong because you can still check on it without having all the control over it.
To sum it all up, you can't really help someone if you aren't actually listening to their problems and you are just trying to look like a hero for the reports.
