Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

In my opinion, international aid should be controlled by the country receiving the aid. Outside countries may not fully understand cultural, social, or economic conditions, which makes them less effective or unsuitable to control it.

Another important reason is that giving control to the receiving country respects its and independence. If donor make all the decisions, it can create a power imbalance and make the receiving nation feel controlled or dependant. Allowing the country to mange its own aid encourages responsibility, strengthens government systems, and builds long- terms stability.

An opposing opinion could that aid should be controlled by the country giving the aid because the government could make bad choices and also take it for granted when the aid could provide money for shelters, food, water and clothes.
