Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

INTERNATIONAL AID

I think international aid should be mainly directed and controlled by the country giving the aid because they are the ones who are giving the aid and it’s their taxpayers money. Since they are the ones giving the aid they should have a say on how it is spent as a country may not want to give them arms but support them in feeding their people instead.

Some people argue that the ones receiving the aid should be in control as they know more about the needs of their country. However, they could be using the money in a negative way to cause more war rather than support their people. That’s why the countries who are giving the aid should be in control, and be responsible for it. The receiving country cannot be trusted as they are in a crisis situation needing the aid in the first place. This could mean that they do not have a strong enough government to make the decisions that are right for the people of their country. Aid and support could then be directed to help them rebuild and build the government that would be able to support them going forward.
