Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

I think international aid should be mainly controlled by the country who gets it however if the people who gave it should not control it because it would be controlling the country and not helping it. The local leaders would choose where to put it and bring it to the schools’ shops and other places.

Another reason I think international aid should be controlled by the receiving country is because they know where the aid is needed more and can deliver it quicker, not by the country who gives the aid.

So does controlling national aid cause better harm then good yes it most precisely that controlling a country’s international aid is worse for the country that is controlling the aid and for their reputation.
