Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

The country giving the aid need control
I think the country giving aid should choose because its their aid that they are giving. The country’s might do something bad with it and the people who need it the most will be left with nothing to use for their education, healthcare and food. International aid can be very helpful. It can help a lot with life and security . Especially if your country is poor. Even though it is yours you still need to be generous. However we can’t give all our aid to one country as that may seem unfair.
I think aid should be directed to country’s in war or countries who have flooded or been through a storm because they might not have shelter or food. We need to be careful of who we send it to so we don’t send it to country’s who may use it in the wrong way like buying weapons. Country’s might argue that we are being selfish just because we aren’t giving their country all our aid.
Country’s receiving aid should not have the say because if they ask for more that the country has, then the country might not be able to give them much. It would be necessary to let the country giving aid choose what they want to give depending on the situation .
