Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

The country giving aid should have control
Also the people that are receiving the aid can use it for completely different things and the people that do actually need aid for healthcare, education and food could be really sick and not be getting the support. If the people take the aid and not use it for the right things then the people who actually need it will not be healed or live a good life.
Some people may argue about the fact that the people giving the aid should decide how it is going to be used. But the people giving it is their aid so they can decide how it is used. Most importantly we do not want to give it to scammers so we have to be careful.
Another reason the people who are giving the aid should decide how it is being used is because the some people might use it for military equipment or weapons to guard the country when instead people who are sick and who need food and education are left with nothing . If the country that is giving the aid will need to make sure it is spent properly otherwise other people might hate on them and criticise them for not taking care of the aid when really the country who are receiving it and are not using it properly should be the one who is getting criticised and hated.
