Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

The country recieving the aid should be able to decide how the aid is used because of various reasons such as it is your aid and you choose
Other reasons include examples like if it recieving a delivery from tesco; they won't tell you what to do with it ,you decide what to use the things for.Moreover the aid is officially belonging to the reciever so they can choose what to do with their aid.
People who disaggree with this might say the reciever doesn,t know how to use it and if used incorrectly there is a hazard of danger.However, the prducer could write the how to use instructions on the aid .I think the reciever should decide how to use the given aid.
