Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Receiving counteries need control

I think the country receiving aid should have control as they understand what their people need more than the countries giving the aid. Local leaders and the government can spend the money where it is needed within their country aiming it at education, shelter and food. This will also help with not causing delays as they would be able to use local suppliers and their own business to support them. Outside countries may not fully understand the cultural, social or economic conditions in the country which could cause offence or delay the support that is needed.

Some people may feel that aid should be controlled by the country giving it as they may not want to support a country that may use the aid to make weapons or cause more war and they do not want to support that.

Countries that have received aid include Ukraine, Afghanistan, Ethiopia, Syria and Somalia. These countries are being supported with arms, food and shelter with Ukraine being the main recipient of UK. Other major recipients include Yemen, South Sudan, and Nigeria. The United States, Germany, the United Kingdom, Japan, and France are the largest national providers of foreign aid around the world. Many of the recipients of aid are using it to provide healthcare, food and shelter.

However, aid should be able to be used for what the country needs and controlled by them as long as they are not starting war and only defending themselves.
