Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Big question: Who should have the most say in how aid is used the countries giving the aid or the communities receiving it?

I think that you should give the country receiving the aid, more say because they are getting the aid so they are probably going to use it.

The country receiving it knows where it needs to go so they can put it where it needs to be. Someone who disagrees might think that you give more say to the countries giving it because they are sending it and it comes from their tax paying people. However, I think they are wrong because the people receiving aid know there people better than anyone else and know what they need more support with such as education or roads. My classmate dissagrees with me, he says that you give more say to the communities sending aid rather then receiving aid because, they might be poor but still helping.

An example of receiving aid is the USA. They are one of the richest economical funders, funding over 2 million dollars in 2024. As of 2026, they havent been funded anything. Although, in 2025, they got funded about 56 million dollars. This is why I think the country receiving aid should have the most say.

In conclusion, I think the country receiving aid should have the most say in how aid is given.
