Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

In my opinion, I think the country receiving aid should have the most say since the leaders of the country should know how it should be used and they know their people’s needs better.
The Person receiving support should have the right to decide if they want aid or not since as we saw on the slide not everyone wants aid and they might retaliate against you leading to war. Also, if you help someone for a long amount of time whatever you do it will lead to arguments and would cause more harm the good.
Outside countries may not understand the other counties need of education, social or health challenges an may use it irresponsibly or less effective to the countries, needs. People giving aid might give aid to look good or rule over how its used. Some countries believe that after they give aid that country will rule over them and lead to war.
Some people will argue that the country giving aid should have the most say since we might be greedy and that we will use it irresponsibly however I think their wrong because the country might not agree with how its spent and lead to a war.
Therefore, I think the country receiving aid should have the most say to prevent wars, use it responsibly and save our beautiful planet.
