Comunities recieving aid should have the most say in how it is used. Local people understand their own needs, culture, and challenges better than outside governments or organizations. Because they experience the problems directly, they are in the best position to decide what kind of support will actually improve their current situation.

When aid is controlled mainly by the countries giving it, the solutions may not always match what communities truly need. In some cases, problems are chosen based on the donor country's priorities rather than the local population's concern. This can lead to wasted resources or wasted programs that do not have a lasting impact.

However, donor countries still play an important role because they provide the funding and often have technical expertise.
