Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

I think community members should have the most say but the countries giving aid should also listen to experts to ensure that they take the best decision possible. Moreover, having access to many points of view and more diversity helps viewing the problem in a more complete way, which will make the choice greater.

Firstly, this would be the best because local people know what the main issue is and experts know the best way to spend money to solve the problem or to help more people. In addition, I believe a council where this group could share their opinions would be the best environment to make a good decision that will change the future of so many people in a situation of need.

Secondly, total transparency is needed to encourage donors and to show the country in need that it is really making a difference. Moreover, how to invest aid is a difficult topic but if the people with more knowledge about that certain issue get together, the result is going to be amazing.

Thirdly, universities aren't run by governments so they are trustable sources of information which create and train experts which are key to finding solutions. Furthermore, they are people who have investigated the topic deeply and who know the historical events, scientific ones, etc, so they can give a wise and informed answer.

Fourthly, local people know what is more urgent, where is the center of the problem, what is causing it because they live in that area and coexist with it. What's more, contrary to governments they are close to it, have the fresh information and would be delighted to share it to solve the problem because they are directly affected.

Last but not least, it's the union of people who know where the real problem is and people who know how to solve it where we can fully trust that it will work. As I have learnt from Topical Talk, it isn't the independent opinions who make the difference but the joint of all of them who is powerful.

To sum up, taking into account all I have investigated and learnt from this topic, experts and local communities should be the ones choosing and encouraging actions to be taken properly. On top of that, I believe listening to so many different points of view in this topic is what made me realise truly which is the best way to do it and how, thanks to diversity, more ideas are shared so we get a better global conclusion, the same diversity that is key in the decision taken process of how to spend aid.
