Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Aid is a great source of power that needs a significant amount of investment. From my perspective, donors should have the most say in how the aid is used. They are the ones sending money, weapons, drones or experts to help and manage systems so that they don't collapse.

First, I think that if you recieve help you should be grateful and not try to make your own rules for the donors. For example, during the Russian invasion of Ukraine, the American goverment sent aid to Ukraine. Although America also benefited, problems could have appeared if the aid had been used for other purposes. Another example is Nigeria's health systems, which struggled in 2025. If the experts sent to stop the systems from collapsing were forced to do other jobs, donors could get upset and stop sending help.

Some people might think that the communities which are suffering and recieving aid should decide how it is used; however, I think my argument is stronger because you should be thankful for every dollar given and use it in a way that makes both sides happy. Therefore, following the donors' advice helps aid work well and keeps everyone satisfied.
