Can technology make sports more equal, or does it only widen the gap between competitors?

I think that having the appropiate technology means that there is not going to be a huge difference between competitors, this is because the technology can help you to improve your results, but it cant make that much of a difference on a good competitive level as the olympics.
However I do understand other opinions, this is because some people think the resources should be the same for everyone because it can ideed make a difference in some competitions of lower level, but if the country can´t afford them they should stick to the traditional way of training without any additional devices helping them, this way if they have good results in the competition they are going to prove that technology doesn´t improves the result as much as people assumes it does.
In the case that they don´t achueved a good result or the one they were expecting, people will talk about the unfairness of the situation without knowing if their competitors had have better technology, or if it was just hard work of the team, prefering to think about that instead of the real sttrugle, which is helping the country's athletes to improve and, with the constant critisism of different countries or just their own, its going to affect the athletes not having a clear mindset.
