Can technology make sports more equal, or does it only widen the gap between competitors?

On one hand sensors and cameras make the games fairer because they can help judges avoid mistakes for example goal line in football... . On the other hand technology is very expensive and richest countries can buy the best equipment and hire scientifists , while poorer countryes cannot.
This can widen the gap because sucess might depend on how much money a team has.
If national team is very wealthy ,they can afford the modt convenient equipment like carbon fiber skis ....
This defently wides more the gap because athlets nfrom poorer countries may cannot acsess to this tools even if they have natural talent.
There is also big risk that the spirit of winning is changing. The spirit of winning should be about human effort , courage and fair play.
If a victory is won only because one person had a more expensive machine or better gear , it feels less like a real achivement.
Some people think that technology make new world records less impressive tha those in the past , however I don't think so beacuse even though technology helps the athlete still has to do the hard work( IT DEPENDS ON THE EQUIPMNET). New equipment like faster skis or aereodynamic suits just helps humans reach their full potential.
