Can technology make sports more equal, or does it only widen the gap between competitors?

I don’t think technology will make sports easier for some countries, but it definitely will make it easier for some affluent (but lazy) countries.
For example, I watched a video about an athlete from Nigeria who was bare-feeted, but who beat all the other countries that had shoes and beat them completely, by a mile. But then, when the countries who were more prosperous got out the resplendent equipment, everything changed. They were basically cheating with their ornate equipment as they crossed the finish line.
Similarly, the UK had a blind skier who didn’t cheat, but came last due to multiple crashes and not enough equipment for the freezing weather, but in the same race, a person from another country came first, but it was later revealed that they cheated due to some equipment that they shouldn't have.
Arguably, some countries have too much money for their own good, and they just spend and gamble in the Winter games on their athletes. But, why don’t they donate to countries in poverty and stop putting pressure on the poor athletes? Do they just have to be greedy and keep it for themselves? I think they should DONATE AND NOT BE GREEDY!
So, to conclude, I think that technology shouldn’t be used. I think that it should be pure skill, talent and no cheating and technology!
