Can technology make sports more equal, or does it only widen the gap between competitors?

I think the winter olympics is unfair for poorer countries because they cannot get as many resources to use to play their sports. For example, some countries may not have icy weather conditions so they cannot access ski slopes. Richer countries have access to lots of technology such as thermal vests for skiing. For swimming, they may have special goggles.

Therefore it massively widens the gap for performance. I think rich countries have won more medals and they have a higher chance of winning medals. In poorer countries, their skill comes from talent and not technology.
