Does the use of technology make new world records less impressive than those of the past?

I believe the use of technology actually makes new world records more impressive than those of the past because athletes have to learn how to use the technologies and adapt it into the way their strategies and the way they compete.
For example; shoes with carbon fiber insoles, people argue that these shoes give competitors an extra advantage but anyone can put on these shoes, however, it takes an elite athlete to invest their time into practice,and training to be able to gain stamina and learn to properly use the these advancements to their fullest potential. According to research made by ESPN "sports technology is creating better athletes." and it shows as records are constantly being broken and athletes become more experienced.
So in conclusion, I do believe that technology enhances the skill level of players and the quality of the game, so people and committees should be more open to allowing new technology and advancements to show the development of the sport, athletes and coaches.
