Does giving international aid sometimes cause more harm than good?

I think that international aid can cause more harm than good because if you give aid to one country the other country might come and atack you. If you had a flood and you need your experts and you have sent them to another country your country may drown. I also think that if you help another country , aid has high financial cost and if you help more and more the more money you lose. Some people may disagree with me, they may think that helping other countries is good.
If there is a war I would not help any of the countries as it does not apply to me and it is thier problem to deal with. I also believe that if people need aid and it is not close to my country I would avoid it. If you was helping a country and you herd that the aid was not getting there I would not send it.
This story has a lot of pros and cons I think it is wrong to give aid when it causes harm.
