Does giving international aid sometimes cause more harm than good?

I strongly believe that alliances can make the world BOTH safer and more dangerous. I feel this way because alliances, even small alliances, have a large amount of power, and if everything goes as planned, that power can make the world safer and create allies, but, if something goes wrong, alliances can make the world more dangerous and create more enemies. These enemies could lead to world conflict and inevitably cause more harm than good.

Alliances can make the world safer by discouraging countries from targeting members of an alliance due to the combined power of the entire alliance. While the main goal of alliances is to help less powerful countries and make the world a better place, sometimes things don't go as planned. Sometimes alliances can tear countries apart and create more enemies. These enemies couldbe created by causing countries to fear and label alliances as enemies or by other issues such as internal disagreement.

Some may argue that countries having enemies is irrelevant because these enemies don't result in anything significant and harmful happening, but this is not true. An alliance where enemies were created that caused something VERY significant and harmful to happen was The Triple Entente. This alliance between Britain, France, and Russia was intended to balance power but created a feeling of isolation in Germany. This fueled the tensions that led to World War I, causing an estimated 22 million deaths. On the other hand, an example of a peaceful alliance that has made the world safer is the EU. The EU is thought to be the most peaceful alliance in the world and won the Nobel Peace Prize in 2021. It is an economic and political union consisting of 27 European countries. These countries work together to create peace and safety. These are prime examples of how alliances can both cause harm and create peace.
