Does giving international aid sometimes cause more harm than good?

i think sending international aid is a good move for emergencies, but we just have to be careful that it doesn't make countries depend on us forever. it saves lives really fast when there are disasters like floods or wars, and it helps build schools or hospitals that those countries just can't afford on their own. plus, if we help a country fix their food or water issues today, it stops a massive war or a refugee crisis from happening tomorrow. it is actually way cheaper for our country to send a little help now than to deal with a huge global conflict or a pandemic later. it is basically like fixing a small leak in a pipe before the whole house floods.
but on the other hand, sometimes the money just goes to corrupt leaders instead of the people who actually need it, which can basically keep bad governments in power. also, if a country gets free aid for way too long, they might just stop building their own businesses or farms because it is easier to just wait for the next check to show up. a lot of people think aid works best when it is not just dumping cash, but giving people tools and training so they can eventually take care of themselves.
if someone tells you aid is just a waste of money, you can tell them it is better to spend a little on helping people now than spending a fortune on a global crisis later.
