Does giving international aid sometimes cause more harm than good?

In my opinion, giving international aid means when a richer country gives money to a poorer country that has a natural disaster to help rebuild their country. It can be transferring food, military equipment and to provide medical help for a county who suffered. A natural disaster is like an earthquake or a tsunami -ect-.
Without a doubt, giving international aid DOESN’T cause more harm than good because giving aid is to help rebuild their country or to give support to their community. You can give normal food, drinks, cleaning stuff and even toiletries (which are basic). Also, your or their country leader can help rebuild schools, hospitals and homes -ect- and this is really good.
On the other hand, international aid can be used for the wrong reason, such as if their leader only decides to use it and does not try to build their country. Some people claim that they can’t learn to solve their own problems and makes them rely on their stuff that people donate.
In conclusion, although I understand the possibility of their concerns, I think giving the aid can give more good than harm.
