Does giving international aid sometimes cause more harm than good?

Sometimes, debates spark on whether the countries that get aid use the money previously given for aid responsibly enough to get more. Certain leaders or ministers of finance say no, because unreasonable amounts of money can harm a place, or even the entire country if they spend the money on stuff they don't need. In my opinion, aid can cause more harm than good because it can be spent on things not needed, used to cheat the system by winning political favor, and by betraying allies.

My peer believes that countries should not recieve international aid aswell because it creates "dependency" and seemingly "betrayal" within allies. aid can be harmful to countries, as when countries once they realize you will give them aid, they become dependent on it. For example, South Africa is recieving enough aid to be 20% of their nation's whole income. 20% of the nation's income could be used to help the homeless, open shelters, donate to underfunded hospitals, and even more. They decided instead to have inflation and raise prices due to the large amounts of income.

Not only that, but when multiple countries used aid to buy confirmed alliances, many outraged, calling it an unfair advantage and such special privilege. making them feel unprepared for the extra army men/women. Many countries use leftover aid to do these, however. Many people use leftover aid to bribe people with power. Like presidents, to help them maneuver a path that will help them achieve a guaranteeed win. This is considered cheating the system by using connections to win over political favor.

Ultimately, aid can be spent on stuff not useful or not helping everyone and only a certain cilentele or party. For example, countries with alot of leftover aid use the money to make things only people with money can use. In certain places, like Afghanastan, they built a $84M dollar hotel, just to never open it. As well as spending an extra $500M dollars in aid for aircraft, just to be a large failure as alot of it never got used and broken down into parts for other already opened airport's aircrafts.

In conclusion, international aid is more harmful than it is helpful to countries in need. As when i stated that when given too much aid it could be; Spent on un-useful things not helping everyone like it should, cheating the system to get special advantages, and betraying allies for their own usage and good.
