Should a country’s first responsibility be to help its own citizens or to help people in need around the world?

I think it should be the country's own citizens first. If the country helps people in need around the world and ignore their own citizens need, the citizens would be would have troubles, because who would take care of them if its not their own country? My opinion is to the country to take care of their own citizens first and when they are all prosperous, they can help other country or people in need, but they should always prioritize their own citizens first for the sake of their own country's future
