The question "Should a country's first responsibility be to help it's own citizens or to help people in need around the world?" is very difficult one. There's not one correct answer but many different dipending on the situation.
On the one hand a good relationship between countries is very important and if one is in danger it's a good idea to support it. Not only because it's nice and friendly for the moment but also as a prevention for difficult times in your own country. Maybe in a few years you're in the same or in a similar situation and need help from others. If you supported them before they probably support you now too.
But on the other hand I think that helping others isn't always the best decision. The own economy and citizens shouldn't be harmed by helping other countries. That's also not good for everyone else because if you have a bad economy you can't support the econmy of others. Another reason to help your own citizens first is that the money that is used for aid is mostly spent by the taxes that the citizens pay. So it's logical that the citizens want the money to be used in a way that is also useful for them and not only for others.
So at the end I would say that a country's first responsibilty is to help its own citizens. That is a better long-term solution while supporting other countries is more a short-term solution. And in my opinion long-term solutions are always better than short-term.
