Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

There has been a huge debate in who should have the most say in how humanitariang aid is used and how it is distributed.Obviously local communities should have the most say because they know their needs better than anyone else and they reassure how aid is distributed.

The first example that supports this opinion is that many communities that are in need of water get only food because that is what they give them,although they should be the ones deciding.Furthermore only the locals know which of their citizens are in the most need of the water they get.

People who disagree with this news often argue that both donor goverments and local communities must decide for the aid.However this is not a strong argument because local communities know better what to choose and how to distribute the resources they receive.

Given all this I propose that we should hear what local communities have to say about their needs.
