Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

International aid is when a kind country donates supplies to countries in need. But some people believe we should let the people who are being donated choose how much aid they need but I think we should let the countries that are donating choose how much aid is given and hopefully this might change your opinion on aid.
Aid is a good thing as it helps countries to reduce casualties in disasters such as droughts where they give water aid, floods where they send people to rescue them from floods, Poverty where they give financial aid and developmental aid where they help over time. Whatever the aid is, it helps people in need so we should carry on to do it.
A second reason is that aiding countries is that they may repay you when you are in need or become allies with you and send you weapons or military supplies. When you are in a war they may interfere to bomb the opposing country to help you win said war.
But aid is not all sunshine and rainbows. Countries may become spoiled and ask for more than they need and make the donor have less supplies or they might become dependent on aid and crumble when not given aid. Another reason is if you donate during wars the stronger country might come after you next.
Also, the country’s president / prime minister should choose how aid is used, how much is given or who it is given to. I believe this because the president / prime minister has the biggest responsibility in the entire country so it would make sense if he had the power to control aid. I also know why people would disagree and me myself could disagree under certain conditions such as the president / prime minister being corrupt, just trying to get money or trying to gain people’s side when are actually being evil.
They also may be trying to secretly help the other country as if the countries are close they might launch it then change its target to the evil country instead of the country in need
Altogether, what I’m trying to get at is that aid is a great invention and we should continue to use it, but also be careful who is giving it or who is receiving the aid. I really hope that this will change your opinion. Thank you.
