Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Aid is very important to improve the lives of people that their countries are in conflictos or problems. I think that the communities reciving aid should have the most say in how aid is used.
The communities use aid in how they need it and use It better if they countries think. For example, they know the biggest problem that they have and they use aid principaly to this problem because they communities think that is better to use aid there. Some times, aid doesn't help correctly because the countries think that if they give It for something that they think help communities but in the truth communities don't need for that.
However, the countries that give the aid should have some influence. They give aid and they want to be sure that the aid is use correctly, without corruption of someone.
In conclusion, the communities that recive the aid should have the most say in how It is use and countries that give them only have to be sure that aid is use correctly.
