Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

As far as I´m concerned, communities receiving the aid should decide where it goes as they know better the different difficulties or troubles they are having, so the donor countries should not have too much to say. Besides, as the help is given to those communities, as I see it, they should decide where it goes due to the fact that they must have an idea of where to use the aid even before asking for it.
Furthermore, local communities can make this aid more effective, for instance, if a huge storm strikes a country many other countries os NGO may want to give them food or clothes, however that might not be the problem, imagine that the storm destroyed several building, what the community really needs is a team that helps them to clean the destroyed building and even help them to build another one. In this example, the donor countries aid would be more ineffective than what the community wants to allocate the help.
However others that disagree with me might argue that the country that is giving the aid should decide where it goes as NGO such as Unicef or several others just want to do the right thing. What is more, they believe that the donor country should decide as it is them who make the effort of giving the aid and also to ensure that the help is used correctly and not by corrupted governments.
In light of the above, although some people oppose, I strongly believe that local communities should have the most say in where aid is designated since as I said before they know better their situation and culture.
