Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

This question I personally think is a really tricky one to answer; the countries giving the aid or the communities recieving the aid. I think that it should be the communites recieving the aid because it benifits and affects them, however it also affects the countries giving the aid because it is their money/global credits they are using to provide a community with international aid.

My first reason is supporting the communites reciving aid, because they are the ones benifiting from the aid ,they are the ones who know how to use it, they are the ones who have been through the troubles and long hardships . So logicaly it should be up to them. Also some aid givers are biased and have certain communites they want to give aid to but do they know who actually needs it ? Most of the time no. If we gave the most say in how aid is used to the recivers, they would know exactly were to distibute it, in ways that help everyone not just a biased amount. The people reciving the aid know how to use aid the best and the communal aspects and the certain way of their communite

On the contrary, if I were to say that the countries giving the international aid should get the most say in how international aid is used, I would say it is their money and their resources they use to help other communites out of their own free will. But do they know how to help? They only help in a way they think the communite benifits from but they are not always right. They are just clouded by their own judgment and the idea of power they don't want to give too much power to the communites reciving aid because usually they want to stay in control. What is the point in giving aid if you are only going to care about youre money and not always know the right way to use it?

Overall, I believe it should be the communites reciving the aid who should get most say in how it is used because they know how to use it correctly and in an ordally manner and in a way that will benifit the whole communite. This is my reason why I think the communites reciving it who should get a better say in how international aid is used.
