Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?

Hello! I'm daring drawing, my school is IPS October 2 in Egypt, and today I'm going to be talking about who should have the most say and how it is used: the countries giving the aid or the communities receiving it.
Let’s look at both sides first, then I’ll share my opinion.
"The country giving the aid should have the most say"
Some people argue this because:
- They are the ones providing the money or resources, so they should be the ones monitoring it.
- They want to make sure the aid is used properly and not wasted, because if it is wasted then it's just a waste of money and useless.
- Their taxpayers may expect the government to control where the money goes.
For example, a government giving aid might require it to be spent on schools, hospitals, or clean water projects, to upgrade the country or remove damages if there is.
"The communities receiving the aid should have the most say"
Others argue this because:
- They live with the problems every day, so they know what's best for their country.
- What outsiders think is helpful might not actually solve the real problem, because let's think about it as a flower, the communities have been living in the roots and noticed that it's damaged, when countries decide to help maybe they want to provide seads but the communities doesn't need seeds, they actually need soil and water, so it's better if the communities decide first.
- When communities help decide, projects are often more successful and last longer, and even help the communities more precisely.
For example, a donor might want to build a big building, but the community might actually need clean water systems or farming tools more.
🌟 My opinion🌟
I think the communities receiving the aid should have the most say, but the donors should still help guide and monitor it.
Why? Because:
Local people know their needs best. Aid works better when people feel ownership of the project.
Donors can still ensure the money is used responsibly, so it's not a waste of time and money, because if it is, then it has to be taken away from the community, because they're not using it properly and it's just wasting even more for the other country.
So the best system is a partnership, where donors provide support and accountability, while communities help decide what will actually help them, this way it's fair for both sides, logically and emotionally for both countries. 💪🏻
