Who should have the most say in how aid is used: the countries giving the aid or the communities receiving it?
I think the communities receiving the aid should have the most say in how it is used.
This is because the people who live there understand their problems better than people from other countries. They know what they need most, such as food, clean water, schools or hospitals.
If countries giving aid make all the decisions, they might send things that are not actually helpful. Sometimes aid can be wasted because it does not match what the community really needs.
However, the countries giving the aid should still be involved. This is because there is a risk that aid could be stolen or used by the wrong people instead of reaching those who need it.
If both sides work together, the aid is more likely to be used properly and help the people it was meant for.
